Looking at http://www.arrl.org/membership-stats, some Divisions show one or two members under a “Foreign” Section. What results in the person being listed under a Division as “Foreign” as opposed to the “Foreign” category found between Delta and Great Lakes Divisions?

Also, why is there one “South Texas” member listed in the Southeastern Division?
