Mike you are entitled to your opinion as to the silliness of my concern for my ethical obligation to the organization but I believe I explained to both the A&F Committee and the full Board my justification for distributing documents from my office to OD rather than ODV. I think maybe you might find the situation a bit less silly had you found yourself in the situation in which I have been placed in recent years.
But your advice is good nevertheless. Directors should be in a position, and have the responsibility to control the dissemination of confidential information outside of the Board.

We always ask for the reports to be received a week or so before the meeting, but not everyone is able to meet that deadline. (The announcement asking for reports was sent out with the advance notice of the meeting on June 7th this time). In general when the report is sent to HQ, the sender also already sends it to ODV at the same time.

Is there a reason why we don’t establish a due date for reports that allow them to be published on the ARRL website before the meeting, rather than waiting until after the meeting? It seems like doing that would help with communication with members.
