Yes, this is “normal” as they have worked through the problem

 

They have discovered an issue with the interface to PoBox and are resolving it

I did receive two e-mails, and did click on the one to verify my native "comcast.net" e-mail address. The e-mail originated from "ARRL Identity Provider" (noreply@arrl.org), and seemed to be part of setting up the two-step authentication process.

After I clicked on it I received a legit looking ARRL Personify page thanking me for confirming my e-mail address. 

 

Seems legit, but hope I'm not wrong... :-o
