[ARRL-ODV:10201] Riley's Ruling

Was just reading a Riley story on ARRLWeb about Riley's statement on amateur to amateur interference, even for "automatic" stations. The story centers around some digital communications, but based on this story how will W1AW fair if we come on frequency with a bulletin our code practice and there is a QSO occurring at the time?? If I understand this correctly, we would be "at fault" for causing interference to existing communications. Any guidance from anyone?? 73 Joel W5ZN
