The 60 meter Notice of Proposed Rulemaking (NPRM) has not yet been published in the Federal Register, so the comment deadline has not begun.  (The Order portion of the same document was published several weeks ago; the items are separate for purposes of Federal Register publication, even though combined when adopted by the FCC.  Most likely the delay is due to some non-substantive changes being required to the NPRM portion to conform to Federal Register publication requirements.)

 

Nevertheless, anyone wishing to do so may file comments at any time, the docket was opened shortly before FCC adoption.  The item is ET Docket 23- 120.  Document is at this link: https://docs.fcc.gov/public/attachments/FCC-23-26A1.pdf (paragraphs 37-53 mostly) and comments can be filed with the FCC through links here: https://www.fcc.gov/ecfs/help/ecfs/.
