Good Afternoon: Just a short note to bring you up to date on ARRL Remote operations. As you may have read, the Governor of Connecticut has announced a limited reopening of businesses in the State to begin on May 20th. This Phase 1 of his reopening plan includes businesses, like ARRL, that were ordered to reduce their in-person staff by 100% two months ago. The limited reopening includes limitations for no more than 50% of the former occupancy of the building at that time. Phase 2 of his reopening plans is tentatively slated to begin on June 20th but the key to that is the word "tentative". If the specified metrics turn around, then he could extend that time or, worse yet, reverse some of the easing of restrictions. While this order would appear, on the surface, to be a good sign and optimistic, as in most governmental pronouncements, the devil is in the details and this one is no different. The detailed rules for implementation of the order are very specific and restrictive regarding the use of personal protective equipment and the cleaning and disinfecting of the offices throughout the day. In addition, prior to anyone returning to the office, we must "self-certify" to our being in compliance with all the new rules. One of the biggest hurdles we have facing us, in addition to the restrictive operating procedures, is the supply chain and our ability to acquire the necessary supplies to implement the guidelines. Disinfecting cleaners and the like are almost impossible to get at this point. We plan to take a cautious and deliberate approach to bringing people back into the office. We will not rush this process. Diane and I have decided to concentrate initially on functions that have not been performed since the Stay Safe, Stay Home mandate began in late March. That will involve about 12-15 people. As always, we have discussed our plan with CT Human Resource counsel, and they have approved. Even with the reopening process, the Governor has stressed that those people who can work remotely should continue to do so. While it's impossible to predict, I don't see us returning the majority of the staff to the building, even with strict social distancing protocols, for several months.
