ClubLog is indeed an excellent architecture and implementation, but you are comparing apples and oranges. In addition to LotW, the ARRL HQ network supports the ARRL web site, access to QST, ecommerce, bulk email, and several award programs.
ClubLog was built by a person who well understood modern software engineering and enterprise-scale online computing before he started. The ARRL is an organization that predates computers, introduced attractive services like LoTW without fully understanding their implications for resources and infrastructure, and is now working to raise both to the required level. Michael G7VJR, who designed and built ClubLog, is one of the people contributing to this effort.
