Well, stick Mississippi in that group, as well.  Many local SO and PD offices are on low-band here, as well as MHP in some areas (here, for example).  Also, the National Guard operates here in the 40 MHz range, and based on what I remember from milcoms, that'll be the case with the entire stateside military in large part.

I traded e-mail with Ed Hare and he didn't have a list of them, but mentioned MO and NY as two of them.
