I agree with Frank. It's a good article, with lots of references to ARRL and QST, and it's good to have it in a non-ARRL publication which reaches some non-members (although most CQ readers are ARRL members). It builds on Derek Riker's April 2003 QST article. Its focus is the Spectrum Protection Act (I don't see anything in it about state legislatures) although H.Res. 230 and HR 3876 are mentioned in passing.
