Back on October 29, in ODV:21154, I invited your input on what the ARRL's positions should be on the issues raised in this proceeding. I have heard from a few people since then, and thank you for that information. I appended to the message an outline of the issues. On November 5, in ODV:21175, I relayed some statistics from Maria Somma on ARRL VEC activity over the past few years. Our VEC's experience is significant, because we administer in the neighborhood of 75% of the USA's Amateur Radio license tests. In the December QST there is an interview with Laura Smith which contains a relevant comment about examination discrepancies (that's a euphemism for cheating). I commend that bit to your attention. The EC and the General Counsel will have to get to work on this very soon, because the comments deadline is December 24, and Chris will be away for part of the month of December.
