This sounds fine to me, I support it. Hope we have reason to award
it yearly... :-)
There could be some confusion between this award and the ARRL Foundation
scholarship honoring Barry Goldwater ($5000).
The scholarship hasn't been awarded in recent years because it was never
funded at a level to support a yearly award (it would take an endowment
of $100k or so).
Just to be complete, the scholarship terms of reference is included
below.

Terms of Reference:
I Purpose of the scholarship
In order to encourage academic excellence and dedication to public
service among radio amateurs, an ARRL College Scholarship to honor
Senator Barry M. Goldwater, K7UGA, has been created. It recognizes
the long history of support to amateur radio and to the public by the
Senator. This scholarship is intended solely for educational use by
providing assistance with tuition, room/board or other costs essential to
advanced education.
II Requirements to apply
1) The applicant must be accepted for enrollment in at least a
baccalaureate degree program in a regionally accredited institution of
higher education. The applicant must also be a licensed radio
amateur.
2) Completed applications (on a proper form) must be received not
later than June 1st for the following academic year.
3) The applicant must intend to study full time in a field related
to communications.
4] While many factors will be considered, academic merit and
financial need will be of highest priority. Up to date, official
transcripts of secondary school and other work must be provided.
III Selection procedures
The awards will be made after review by a Scholarship Committee appointed
by the President of the ARRL, The successful applicant will be notified
by August 1st. Publicity concerning the award will appear in an
early issue of QST each Fall. The decision of the Committee upon
acceptance by the Foundation is final.
IV Miscellaneous
The ARRL Goldwater Scholarship is Five Thousand Dollars ($5000]. Payment
will normally be made to the institution which the recipient
attends. No award need be made if, in a given year, total income to
the Goldwater Scholarship Fund is under $5000 or if there is no qualified
candidate.
