usgs.gov for several years as a result of LIDAR. It is used by cellular/radio companies for shadow/fresnel predictions for RF. In 2018,

But the article references LIVE 3D data. I'm sure that would be "crowdsourced" from live device data. With enough bandwidth - 5G+ - image points, position and attitude data can update the world, a few billion points of data at a time...
