The Bill is cosponsored by Rep. Joe Courtney of the Second District of Connecticut. The introduction of this Bill happened far later than we had hoped. I will in my upcoming Board report explain in detail why the delays occurred, and you will hear about this from Mike also; but for now, suffice it to say that (1) the delay was largely due to restrictions placed on our efforts to obtain a Democratic cosponsor by the Bill's sponsor. These were restrictions with which we had no choice but to comply. However, (2) the delay does not change our strategy for getting PRB-1 preemption applied equally to municipal and private land use regulations. I say "our" strategy, but the strategy is actually that of Rep. Greg Walden, W7EQI. There are potential pitfalls, but if we are able to avoid them, this could actually work and the benefit to hams would be immeasurable. Yesterday, Mike Lisenco and I spent a gruelingly long day on the Hill in an effort to recruit cosponsors for the Bill. The timing of Mike's visit to D.C. could not have been better, and we have high expectations for the six offices representing Hudson Division districts that we visited yesterday. The assistance of the Keelen Group yesterday was excellent, and we have high expectations for the next phase of this advocacy effort. The assistance of all of you in this effort in the near term is critical, as we will explain at the upcoming Board meeting. We do not yet have the official text of the Bill because it is not yet back from the GPO, but it will be posted on Thomas and other legislative web sites very soon.
