Harold and her deputies concerning the FCC’s progress in working out a new MOU with the ARRL

regarding amateur enforcement cases reported by the OO’s.  Recall that the FCC  had invited the ARRL last year to

revamp it’s OO program so that the FCC could issue first instance warning letters based on carefully

vetted OO reports.


Chris gave a summary of our activities to date and asked that the Enforcement Bureau please have it’s

edits and comments back to ARRL so that we could discuss, and hopefully adopt, the new program at our

July Board meeting. Rosemary committed to doing that.


Near the end of May I met individually with Laura Smith of the Enforcement Bureau’s Gettysburg office, from which amateur enforcement originates. Dan Henderson also met individually with Laura on Friday June 1.

Laura stated that the Enforcement Bureau is issuing 3 enforcement actions in the Amateur Service within the

next 30 days. The FCC characterizes these actions as “major” and assures us that immediately after

their issuance the ARRL would have the final FCC version of the MOU for consideration at our July board

meeting.
