FWIW, one of the petitioners is one of the two non-amateur commenters in the 3 GHz proceeding that expressed support for our arguments that amateurs should be allowed to continue as secondary users on the 3 GHz spectrum.   
 
Out of the gate this proposal is to continue amateurs’ current secondary status, and even recognizes the special status and considerations for the amateur satellite subband and weak signal work.  But there might be some overhead – they would have us participate in a still-to-be designed system so that everyone would know of our operations and we would know of theirs – of course, the details would be worked out only well down the road. But in concept their proposal is somewhat similar, if more technology-based, to proposals we offered as ways to continue using 3 GHz spectrum.  Our proposals there were based on the rules that already govern our secondary access to the 135 and 472 kHz bands; and different coordinating rules that apply to our sharing the 219.5 MHz spectrum.
 
So my impression is that we hopefully would be able to work something out if the FCC takes this up.  In any event, the petitioners are proposing to keep us as secondary users.
