" Each year the United States Telecommunications Training Institute (USTTI) holds a two week spectrum management course in Washington for foreign regulators. Participants this year are from Argentina, Benin, Bhutan, Burundi, Ivory Coast, Ghana, Kenya, Mongolia, Nepal, Thailand, Philippines, and Timor."
