Great work!

I offer some suggestions.  Most of them are to standardize the reporting of Ayes and Nos. 

One big issue is that I can find no reference that requires a roll call vote for modification of By-Laws.  If I missed it, would someone please point it out.  Given absence of such direction, I suggested dropping the statement that such a procedure is required.

Other than these, I found a few nits.
