ODV; CONFIDENTIAL: Some of you may have already seen it, but I received the attached letter from a ham friend of mine in the Ukraine this morning, written yesterday to the Editors of CQ from the president of the UARL. I promised him I would forward it on to the ARRL. I am certainly not suggesting we take any action on this, other than understanding what the letter contains.
