It gets real discouraging when an agency such as the FCC is so hell-bent on implementing a new "service" that it ignores part of its own regulations to justify its existance. Another equally troubling scenario is that the clowns at the FCC are so incompetent that they do not even understand their own rules and regulations! This is bad news!
