Minute 33 first vote and roll call vote have different totals, but I guess someone changed their mind between the two actions. 11-4 and then 12-3. My notes show the 12-3 on the second vote.

After discussion, Director Norris called the question, seconded by Director Kemmerer.  Motion CARRIED, 11-4.
