Within 180 days after the date of enactment of this Act, the Commission shall, pursuant to section 303 of the Communications Act of 1934, promulgate regulations to restore to the Amateur Radio Service a secondary allocation to at least 200 MHz of contiguous spectrum between 3.1 and 3.5 GHz.
