It's still on the table, so I would think that they would be informed that we need them but that this is an interim process. The FCC has heavily edited the MOU and manual but approves both and Laura thinks we will be very happy with them. It's just that the timing the agency timing is based upon geologic eras rather than Gregorian calendar....

At one point, there was talk that all existing OOs would need to be re-qualified, take some training and a test, and some would not be invited to continue.  I don't know if that's still in the cards, but if so, I think it is appropriate that OOCs be warned about this possibility.  Starting and stopping again, whether or not for good reason, would not improve our relationship to OOs.  If this "re-qualification" is no longer on the table, I agree that resuming appointments is a good idea.
