The waiver language applies almost exclusively to the non-amateur licensees that are covered by the same fees provision, so this is FCC boilerplate that “applies to all” but rarely needed by amateur licensees because Part 97 provisions tend to be broader and more flexible than the rules for commercial services.

The dreaded $35 RAYBAUM's authorized fee will not apply to upgrades and club trustee changes.

 

It says it will apply to rule waivers. I wonder what rule waivers there are per licensee?
