    Amateur Radio and adverse impacts on it and actions against it or our Members is a Board responsibility. Although we are elected by a defined geographical subset of the Members, our responsibilities are not limited to those narrow geographical boundaries.

    implies knowledge of possible adverse action outside your Division.

    Words have meaning; if your inquiry is actually limited only to events and actions in your Division, but you by overly broad characterization of a local problem create the impression that The Horsemen are advancing against the known world, don't get your dander up when questioned on your representations.

    The issue while we now know based on your reply appears to be a local issue, may still be worth the ARRL's efforts. The information requested remains the information needed to investigate and if necessary, to address the issue.
