
That part of the spectrum is not going to be of any benefit on a consistent "nationwide" basis for the next few years for any experiments due to declining sunspots. Not sure what it could offer other than a local tool. How are we really doing on 40m for WRC-2003? How about the VLF and 5 MHz allocations? I'd hate to spread our resources too thin... Is there something about "right now" that makes the proposal timely? We've never even proposed an allocation there as a part of our long term strategy for spectrum have we?
