Wording used in the FCC request states: “for those licensed radio amateurs who are directly involved with hurricane relief via High Frequency Amateur Radio using PACTOR 4 modems in communications within the Continental United States relative to impending Hurricane Dorian.”

Is this just for communications between disaster response stations or a blanket waiver?
The clarification of scope is important because if it is not blanket waiver then it needs to be made clear that it isn’t so that stations don’t inadvertently violate FCC rules passing non emergency traffic using Pactor-4.
The Winlink dev team has already announced on their mailing list that a waiver is going into effect.
