My understanding has been that the NCVEC Question Pool Committee prides itself on encouraging proposed questions from the Amateur community. Isn’t this closed preparation of an Entry level question pool contrary to the stated openness? How effectively can NCVEC work on an Entry level Question Pool without knowing the parameters of a yet to be defined entry class license?
Jay, at one point, the NCVEC attempted to exclude Bart from the question pool committee. We went to John Johnston, and he told the NCVEC that any VEC that wanted to be on the QPC had to be allowed to participate, as the rules indicate. Bart was back on immediately thereafter. This isn't responsive to your questions, just another bit of history on the general topic. Chris
