I believe some of our dealers do insist on proof of license.  However, all one has to do is look at listings on eBay and other auction / used equipment sites for the general public to see how futile that is.  One can get ham transceivers “jiggered” to operate on 27 MHz, with amplifiers up to 5 or 10 kW thrown in!
