
Tom, IWG-4 and RCS meet about once a month and could produce a draft US proposal at any time they can agree on modification of Article 5 (table of allocations). The tendency is to delay a decision until some international meeting forces the US to do something. One forcing function is CITEL PCC.II, which meets in late April and late October. The big one is the CPM text deadline, see below. There will be an additional meeting of WP 8A and 8B in September, and WP 6E meets in October. WP 8A and 9B meet again in February-March 2006 and again in September 2006. The cut-off date for CPM (conference preparatory meeting, the combined technical studies for the WRC) is September 15, 2006. WRC-07 is October 8-November 2. It's a little early to tell what will drive the process or when something definitive will appear. The agenda item 1.13 coordination group meeting in May could give a clue as to which way the wind is blowing. Chances are it will be mostly a stock taking and that another meeting will be proposed. I see there are further meetings scheduled in April and May (and presumably beyond). What is the rough timetable from here until WRC-07? As I recall, WRC-07 is planned for fairly late in 2007, so I assume the US position won't be (publicly) finalized until about two years from now?
