I’ve often wondered what trigger’s John Chwat to distribute his reports of state legislative activity.  Does this occur on any type of regularity?

A follow-up question is if the Board receives copies of each of the reports John issues?

Finally, do you know if John contracts with external service agencies to report legislative activity to him or if his own people search for bills?
