My compliments and congratulations to Chair Williams and the entire Public  Service Enhancement Working Group on an excellent Strategic Plan. The tactical guidelines contained in the Plan enhance its value and utility.
While the certification requirements may be viewed negatively by some long term ARES(r) participants, the Plan clearly demonstrates in the evolving emergency communications, public service environment certification is a prerequisite for participation with served agencies.
