Jim, as Doug has mentioned the timetable is rather aggressive. October QST is the first issue that will be available for a job posting in the organization's official journal, so a September 30 cutoff is somewhat early. Even worst case (i.e. someone coming in with little or no background in the ARRL), six months for transition is very generous. There are also budgetary considerations with regard to a special Board meeting and overlapping salaries, including Harold's.
Two dates to keep in mind around the week of November 16: the A&F meeting on the 2016 budget plan (among other things) is scheduled for November 14. Ballot counting in contested division elections is November 20.

It looks very good-you, the committee, and the consultants did a great job.
The only nit could be the 12/1 transition beginning date. Between the
selectee needing to give notice to their current employer (likely two weeks)
and relocate to CT if they aren't already there, that's pretty aggressive.
Depending on the selectee's current employment, they may also need to remain
in that position through the end of the year to receive an annual
performance bonus.
December 1 would be a good target date, but January 1 may be more realistic.

Attached you will find the CEOSC's plan for the next several months. It

plan of transition and an assessment of the use of professional search
firms, that are important but heavily dependent on factors unknown at this
time.
The process here will be: a 'comment period' that begins now and ends at
1700 EDT on Friday July 31, 2015. This time frame will allow you to comment
on the critical aspects of our plan, ask questions and become more familiar
with the upcoming months efforts.
Once the comments and questions have been addressed, the CEOSC will submit
its plan to the EC for an authorized electronic vote to approve. Once the
vote has been taken, and if it results in the affirmative, we will execute
the plan and begin the search for a new CEO.
Please understand that this plan is the work of the committee and its
consultants, not the work of any one individual. I want to thank the
committee members for their hard work and dedication to the process, and the
various consultants for their valued input.
