Howard sent this out as a "heads up" so none of us would be caught off guard which has happened many times in the past. In my opinion, having it go out as an official notice in the form of a news item on the ARRL web rather than random emails across the country prior to it's release would look much better for the organization. package containing 1.5 pounds -- 24 ounces, or about 225 cards -- of cards will cost $18.
No transaction service fees.
