Jon Siverling reports that the Amateur Radio Administration Course (ARAC) (ARRL/IARU Region 2) in Mexico City (CD MX) was attended by 15 regulators.
Costa Rica has begun issuing licenses after a nearly four year hiatus. However, operations in Mexico for non-Mexican nationals is still a problem.

- 15 participants - *all* regulators - from 4 countries (CLM, CTR, HON, MEX)
- Costa Rica success! Regulator participated – reported 14 licenses issued this month and renewals now being processed - this after 3 ½ - years of *no* amateur licenses (due to the
2014 law)
- Costa Rican regulator asks for help to teach regular classes in amateur radio
- Future ARAC (?) - Southern cone (?) - IARU R2 EC to consider
- PCC.I
- ARRL (JVS) Chaired Rapporteurship on disaster prevention, response and mitigation
- Question on emergency communications was revised (doc. 4463 REV 1)
- 28 Inter-American Proposals going forward to the ITU World Telecommunications Development Conference 2017 (WTDC-17) from Americas Region
- Julie Zoller (KJ4EMJ), Senior Deputy U.S. Coordinator, resigned from State
