In addition, to the fact that the Advisory Committee should give advice, ECAC's survey seems disconnected from the actual governance model by which ARRL runs. Maybe Board opinions are important on this issue, but we shouldn't disintermediate the MVP department in the process--unless we want the Board to take on the direction of parts of the field organization. This really doesn't seem to be an appropriate thing for a committee to do. The answer to the question about who owns/runs NTS should come from Newington.
