Walmart has a “marketplace” where third party sellers can sell items. There are several amateur and cb retailers who sell on the marketplace. 

With that said this is an 11 meter radio, disguised as an amateur radio, no question. 

Now does Walmart want to “play?” Maybe not directly but they clearly have sellers who do.
