Right Brian this is an expansion of the older Part 90 broadband wireless service that was at 3650 MHz. Not new really, though the FCC hasn't yet granted new Part 95  licenses yet. I have been following this because the NFL has a player tracking system that uses that frequency range. Feds in there as well as at 3300-3500 MHz.
