As I mentioned, I don't think we should introduce any delay in publishing the minutes. I'm in total agreement with promptly publishing the minutes.  But the news release you cite includes a link to the "Official Minutes."  Maybe we should expedite our approval process so that they can be truly considered "official" while at the same time insuring that the board has approved them as accurately reflecting the actions of the board.

The distribution I just did today was in accordance with Standing Order 10-1.57:

 

10-1.57) Both agendas and minutes for ARRL Board and Executive Committee meetings will be posted on the ARRL web site, and members who wish to be sent copies by e-mail can request them via a selection on the ARRL Member Data Page.

 

This distribution was delayed by my trip to Puerto Rico. Normally it’s done somewhat earlier.

 

In short, I think it would be a step backwards to delay distribution of the minutes until after formal Board approval.

Greg raises a good point.  We should be prompt in publishing the minutes, but it should be after we formally approve the minutes, not before. If we think that the minutes should be published before the existing timetable for approval can be completed, then we should consider shortening the approval timeline.
