Actually, Kermit, the FCC proposal to discontinue routine mailing of paper licenses to licensees in the Amateur Service will have no effect on the current regulatory obligation (Section 97.213(d)) to post a photocopy of the licensee's paper license copy at the transmitter of a ground-based station under telecommand. This is because the FCC proposal allows a licensee to, himself or herself, obtain a paper license by one of several means, one of which is to elect to receive FCC-generated paper licenses via U.S. Mail. And the cited rule requires only a photocopy anyway.

To add to the debate on this subject, in recent conversations with Cross at FCC about the paper license docket, he noted that with respect to remote control operations, there is an FCC rule that requires posting of a copy of the license of the control operator at the transmitter. It is a rule which, Cross suggests, is not often followed in these new commercial remote control station contexts.
