Marty, as I’m sure you know there’s a ton of such activity. It’s why you have to avoid most frequencies ending in “5” when operating 10 meter CW.

Notice that it's 'phone only starting at 28.015, a non-authorized mode at that frequency.  Perhaps some IW monitoring of the lower off-the-shelf channels would help identify those that didn't bother to (or couldn't) do the conversion.

It’s astonishing to me that the FCC could blow this case. If you google on “Connex CX 3300HP” it’s patently obvious that this is a CB rig.
