30 JUN, 2004 - 1515 CDT I think it's time the ARRL votes on NCVEC policies, etc. But I also believe Bart needs some sort of a directive from the board that provides policy criteria for making judgements and voting decisions on issues up for consideration by the NCVEC. There could be times where the ARRL representative does not have the criteria to apply to the matter under consideration and he should abstain from voting. However, a detailed agenda a few weeks in advance of an NCVEC meeting should usually prevent this situation from happening. Perhaps the EC should be charged with monitoring this process and filling in any blanks that may be necessary, between board meetings. 73 - Dick, W9GIG
