Mike, First, thanks for forwarding that information. Any information from that area is helpful. About two weeks ago an individual from Ukraine spoke at the Minnesota Wireless Association meeting. He was here on some business and returning a few days after meeting with us. This individual painted a significantly different picture of the Russian hams. The individual spoke of hams who oppose the war are having to live with cold war era type tactics from the government. I won’t go into all the details that was shared. After seeing the letter you provided contradicting what the individual told us I had to think about it for a while. It finally dawned on me both individuals are correct in what they told us. However, each only told us part of the story. Our biggest challenge, as Jim indicates, is determining how many Russian hams are behaving as the UARL President indicates and how many are in the position the speaker at my club meeting indicated.
