Fried, to answer your question, while that Latvian Web site is not an official source the version of M.1544 shown there is indeed the most recent (and only) version. For some reason they highlighted "radiotelegraphy" -- it is not highlighted in the official text. Of course, radiotelegraphy encompasses more than just Morse code and in any case what is called for is "theoretical" knowledge and not a demonstration of practical skill.
