Good Morning Mr. Fleischman,

Please allow me the opportunity to introduce myself as a follow up to my meeting last week with Congresswoman Meng and Alex Bennett.  I represent the American Radio Relay League (ARRL), the national association of Amateur Radio (commonly referred to as “ham” radio).  I am a member of the Board of Directors, and I represent most of New York and New Jersey, including New York City.

At our meeting, we discussed HR-4969, The Amateur Radio Parity Act, which would extend the FCC’s flexible three part test for outdoor antenna structures to all types of land use regulation.  The Bill is bipartisan with 47 cosponsors already officially listed and commitments from nearly a dozen more to join in after Congress returns from recess.  We would very much like to add the Congresswoman as a cosponsor.

I’ve taken the liberty of attaching the materials that we left with Representative Meng and Mr. Bennett.  I look forward to hearing from you regarding HR-4969.

Best,

Mike

Mike-

It was our privilege to meet with you and Mr. O’Kane. I am copying our Legislative Director in D.C., Michael Fleischman, who can take a closer look into H.R. 4969 and coordinate with you some sometime next week regarding your co-sponsorship request.

All our best,

Alexander E. Bennett

Alex,

Please convey my thanks to Congresswoman Meng for taking the time to sit down with Michael O’Kane and myself this morning.  We know how busy she is and we truly appreciate her making the time.  We are also very glad that you were involved in the discussion as well.

As I mentioned, the ARRL is looking for cosponsors for HR-4969, The Amateur Radio Parity Act, which would extend the FCCs flexible three part test for outdoor antenna structures to all types of land use regulation.

By way of background, Radio Amateurs (hams) voluntarily provide emergency and disaster relief communications using radio stations located in their residences. Their services cost taxpayers nothing and are provided at no cost to any served agency or to any government entity. Served agencies include the American Red Cross, the Salvation Army, the Federal Emergency Management Agency, and the Department of Defense.

I hope that you'll consider adding Congresswoman Meng to the list of cosponsors to HR 4969.  Let me reiterate that we, along with the hams in the 6th Congressional district, consider this issue to be crucial to the future of Amateur Radio and our ability to provide communications support in time of need.  I've attached for you a list of the FCC licensees in the 6th Congressional District of New York.

Thanks in advance for your consideration of the bill.  I hope that the Congresswoman will join as a cosponsor to this Bipartisan legislation.  I look forward to hearing from you.

I am available for any questions you may have.  Please do not hesitate to call.

Sincerely,
Mike
