Jim, thank you for the welcome home, and Dave, thank you passing along the good news from the provisional Final Acts. My ability to write a coherent and timely email report was diminished by lack of sleep when everything wrapped up last night.
The Final Acts have been signed, and countries wishing to do so are making closing remarks. I hope not all of the 148 countries that signed choose to make remarks.
I agree that from the perspective of incumbent services, WRC-15 was an unqualified success. Many of us here believe we can and should do a better job in those cases where we aspire to gain spectrum. Our 5 MHz outcome, considered globally, was a very good one. For American amateurs, it is a decidedly mixed bag, which will require careful consideration to determine when and how to ask the FCC to implement it.
IARU leadership is taking a critical look at how our effort was conducted and how we can improve for the 2019 cycle. Ole Garpestad has already led some group and individual conversations toward that end. I will brief the board on these discussions in due time.
For now, I'm getting some sleep and taking the weekend off.

Dave, a very special thanks to Brennan for not only his hard work and leadership, but his willingness to be far from home for so long a time. Thanks also to you and all involved that resulted in this unqualified success!
Brennan, at the conclusion of your duties, we will be happy to have you back in the (Ahem...) Roanoke Division!

The exclusion of the 144-148 MHz and 420-450 MHz bands from upcoming studies of frequencies for short duration satellites in the space operation service did indeed hold through first and second readings in Plenary. The Preliminary Final Acts of the conference have been published, and on a quick review appears all to be as expected on our issues.
Preparations for the next WRC begin at the conclusion of the previous one. The first Conference Preparatory Meeting (CPM) for WRC-19 will take place on Monday and Tuesday at ITU HQ in Geneva and will assign responsibility for the long list of studies to be done to the Working Parties of the ITU Radiocommunication Sector. Once those assignments are known the IARU officers will organize the necessary coverage of those Working Parties by the global team of IARU volunteers. Brennan is remaining in Geneva for the CPM.
From the perspective of incumbent services such as the amateur and amateur-satellite services, any WRC that ends without significant negative impact on existing allocations is a success. By that measure WRC-15 was an unqualified success.
