Andy, I don't understand your question. The Board's actions to modify the EC recommendations are fully documented in the minutes.
The draft petition should be Board confidential (and now needs revision because of the changes voted on last week). It included text supporting our (draft) proposal. We didn't want it public because it was being revised as the fine details were being worked out, and because we didn't want to tip our hand on how we planned to present the proposal to the FCC.
What we've made public in several steps is a simplified version. It would be good to have a consolidated summary available for members who want to review the current proposal. [In the past we've referred people to the original summary, then to the EC's changes]
