This is no surprise as you will recall that Dave Sumner reported on this transition earlier this year and with expected plans that Dave be named IARU Secretary when Rod steps down. The procedure for naming Dave as Rod's replacement is clearly set forth in Article 6 of our Articles of Association, and Standing Order 99-2.34. The Standing Order reads as follows: "The Board adopts the recommendation of the Executive Committee that the following procedure shall be followed for filling a vacancy for IARU Secretary: The ARRL President shall submit a proposal to the Executive Committee. If the Executive Committee is in agreement with the proposal, it shall be forwarded to the full Board for ratification by mail vote." Article 6 permits the Executive Committee to, in its discretion, "submit for determination or decision by members of the Board of Directors by mail or electronic vote any proposal pending before the Executive Committee. When such submission is made, it shall be in precise terms embodying the text of the proposed resolution." In accordance with SO 99-2.34, I submitted the following proposal to the Executive Committee to name Dave Sumner as IARU Secretary. The EC voted and approved the proposal for submission to the Board. Here is the proposal for you to vote on: Whereas, after serving as Secretary of the International Amateur Radio Union for the past seven years Rod Stafford, W6ROD, has submitted his resignation effective October 15, 2016, and Whereas, in accordance with the IARU Constitution the ARRL is entitled to appoint the IARU Secretary by virtue of its service as the IARU International Secretariat, and Whereas, David Sumner, K1ZZ, is ready to fulfill as a volunteer the responsibilities of IARU Secretary, a position he previously held from 1982 to 1989 and from 1999 to 2009, and Whereas, it is the recommendation of the ARRL President and Executive Committee that he be appointed to resume this role, Resolved, that David Sumner, K1ZZ, is hereby appointed IARU Secretary, effective October 15, 2016.
