Attached is an FCC public notice announcing that it, and NTIA, have adopted their proposal from June of 2006 and established a "spectrum test bed", essentially for development of new, adaptive technologies that can share with incumbents. We have been wary of this plan since it was announced, because it was not clear what bands would be proposed or set aside for this concept. We could easily see the use of Amateur spectrum, since we utilize adaptive spectrum sharing?techniques already. ? The good news is that we have dodged a bullet here. The FCC has decided that the band 470-512 (known affectionately in the land mobile industry as the "T-Band" because it is used in most markets for television broadcasting, but in?in some for land mobile radio. The NTIA has said that it will use the 410-420 MHz band. So, 420-450 MHz is safe from this concept, but that is not likely because we are in there. It is, of course, because government radiolocation is in there. No matter, the Spectrum Test Bed concept is not in Amateur bands for now. We had filed comments in both the NTIA and FCC Proceedings on this subject on July 10, 2006.
