On page 68, under the subtitle Lessons Learned, is the following:

Both Washington and Oregon are strong Winlink system users, but are limited by PACTOR 3 technology that is just too slow to accommodate the heavy volumes of traffic we anticipate. We are hopeful that the FCC will approve the use of PACTOR 4 soon. Plans need to be made to fund upgrades to our aging PACTOR 3 modems.

 I hope that the board will also work toward the Section Manager's goal by not encumbering the present FCC proposal to eliminate symbol rate with unnecessary requests for bandwidth limits.
