Dear Officers, Directors and Vice Directors,

I've attached a recent update from Riley on the VM program.  As you can
see, the program with the monitors is proceeding well, and we are
working on a time difference of arrival (TDoA) program with Flex Radio
to help geo-locate radio sources.
